Military Pay Held Hostage – the Sequel

The U.S. is about to hit the $14.3 trillion debt ceiling. All indications are that Congress and the President are not even close to any deal to raise the spending limit. The impact of hitting the debt ceiling is not fully known, but one thing is for sure, military pay is once again in the cross hairs.

The Department of Treasury website reads: “If Congress fails to increase the debt limit, the government would have to stop, limit, or delay payments on a broad range of legal obligations, including Social Security and Medicare benefits, military salaries, interest on the national debt, tax refunds, and many other commitments.” [You can bet VA Disability Compensation, Veterans Pension and military retirement pay are included in that list.]

That pretty much says it all.

One thing is for sure, had Congress passed the Ensuring Pay for Our Military Act at least our servicemembers would not be dealing with the fear of no-payday, again. A proposition that I find disgusting, especially with our military currently fighting battles all over the Middle East.

Kay Bailey Hutchison (R-TX) introduced the Senate version of the Ensuring Pay for our Military Act (S.721) in April of this year. Hutchison describes her bill as “simple and straightforward legislation [that] ensures that in the event of a government shutdown over budget issues, our nation’s servicemen and women would continue to receive their pay on time and in full.” Seems simple enough. Well then, why hasn’t it passed either the House (HR. 1297) or the Senate yet?

I think we all know why – brinksmanship. I wrote about this last April when they did the same thing over the budget deadline (see Military Pay Held Hostage). Military pay is once again being used as a political tool to create added urgency to the situation. A political game of chicken, whoever flinches first, looses.

Enough is enough! Contact your elected officials and tell them to take Military Pay off the table, for good!

      why is it that they want to put more families out on the street. Why don't they all take a paycut and leave the military, va pensions, and social security benefits alone. This is not how our officials which we have elected should be doing those who have served their country.

      Carla, this isn't twice in 6 months, it's the same thing. Last time it was over this same crap! It's just that they got a deadline extension until August 2. The truth is that our officials in Washington have forgotten who and what is important. I don't know who put the bug in their ear that our military personnel are expendable, but that idea is simply disgusting! I completely agree with Abe's reply to your comment!

Politicians always go for the jugular in scare talk: Republicans want to take granny's false teeth and give them to some millionaire and Democrats want to turn their back on those who have served their country while maintaining absurd salary and benefit packages for their faithful union folks.

      While it's true that they care about getting re-elected…. they also care about whether or not this administration gets defeated in 2012. I must say, I do too! This may be one of the worst, but it is not the worst Congress. This Administration, however, has got to be the worst. These people, who have made wealth in the good old capitalist way, which they needed in order to get elected (try being poor and getting elected) vilify business while reaping it's rewards. Then they make decisions based on the 1960s ideals of socialism espoused by the 1960s student radicals, when they have no understanding about capitalism and finances. Consider this… in the 1990s, Canada was in the same shape we are today. Now they are a shining example of growth. Instead of doing nothing but cite the Canadian healthcare system, why doesn't this Congress look to the north for advice on how they turned things around?

I was raised to believe no matter who our President is, he was elected by the people, if we don't agree with his ideas, he's still our Pres. and as a country we should support him. You can't have it your way all the time, just be sure to goto the polls in the next election. Me personally, I'll vote the same as I did the last time. You won't have to be real smart to figure out who I voted for Dennis!!!!!

Let's not forget all the stuff that falls under the "bridge to nowhere" group. Soaringeagle is correct- politicians only think of themselves and the extreme wealthy that pour money into their re-elections.

          Congress, past and present, has raided the Social Security Fund and made it defunct, got us into several wars where we had NO BUSINESS going, and spent money like it was growing on trees in an orchard. The President, also past and present, while not singlehandedly guilty by himself, isn't totally blameless because he can either sign these bills or veto them back to Congress.

          As for the current situation, personally, I blame the newly elected REPUBLICANS for the stalemate. They REFUSE to negotiate raising taxes and cutting subsidies to the oil and gas companies that are reporting RECORD PROFITS. You CANNOT balance a budget this huge by cuts to domestic programs alone. They need to increase income by raising taxes and cutting subsidies to companies and industries THAT ARE MAKING RECORD PROFITS, they don't NEED THE GOVERNMENT HANDOUT!

      The house of representatives has the responsibility to introduce budgetary legislation and they have decided to take the route of fiscal responsibility. The rest of government had better get with the program. The president is going to have to prioritize his spending to make ends meet, just like you or I would. The fact that he appears to have chosen to prioritize the military and social security low is telling. The fact that he is trying to make the house of representatives look boad is also telling
      Finally, the fact that he (the president) has said that we, the public , should pay less attention to the details of what is going on in washington should make all our ears perk up.

        • Much as I am not a fan of the President, it appears from your quote he was saying that the public has other priorities rather than spending all our time focusing on this. It would seem he wants us to focus on it now – just taking his word that he has been the serious deficit reducer from the start.

        Why is military.com only concerned with only military pay when you stop to think that Military men are just one bullet or one land mine a way from becoming a Vet?
        Another thing why do Military and Vets have to be first in line while thing like foreign aid is not touched. This administration must prove to its dedication to American’s Vets by putting them last on the list to be cut.
        This president has lived in a lavish style since moving in to the White House. The same thing can be said for the leadership of Congress.

    I believe if they want to be able to get the budget then quit with talking of cutting social security and medicare for the elderly and disabled quit talking cutting school budgets quit talking about cutting or delaying all forms of military pay INSTEAD WHY DON'T THE PRESIDENT AND ALL ELECTED OFFICIALS CUT THEIR PAY BACK TO WHAT WAS PAID IN 1970 THEN THEY MAY KNOW HOW OUR SENIORS VETERANS AND CHILDREN FEEL LIVING ON LITTLE OR NO INCOME . GET REAL OBAMA ALL ELECTED OFFICIALS NEED A CUT IN PAY BY AT LEAST 40%

        I favor a plan where the politicians get the average income of the voters in their district, no COLA and no raises, computed each year.

    • Honestly, not near enough money there even if the politicians worked for free. We did make too many promises we couldn't keep on Medicare, etc. What people paid in doesn't cover 40% of their medical care costs and the program is unsustainable as it is. Until we recognize that and change it so that there is some support left for those who need it, it is going to bankrupt the country. A good start might be phasing about benefits with means testing so we still have the social safety net for the poor but don't subsidize the well off so much.

      I agree with you. Our officials get paid an absurd amount of money to talk about how to make the poor, poorer. If they would stop $300 haircuts and all the ridulous spending they are doing and bring the soldiers home and stop tearing up other countries and rebuild ours maybe we could get out of debt.

      I agree that elected officials should take a pay cut. I keep watching for the president to announce or at least address this. Where would our country be, save the veterans and their allegence to the US. Shame on our government for not stepping up to the plate to help our country in bad economic times!!!!!!! Of course they don't have to worry about where their next meal is going to come from.

    It all seems to me that our congress has took on their own terror attacks… Only instead of bombs and planes flying into buildings, they want to use money due to Military Families as a scare tactic to try and accomplish their own ideas of what needs to happen to solve the debt issue.
    Does the Military not have a sworn duty to defend against all enemies, both forgein and domestic?

    CONGRESS: stop scring these young military families by threating to hold their income from them!

    This really just aggravates me my fiancé is in the us army and fights for this country and gets deployed and the government doesn’t wanna make sure there soldiers are payed that should be the number one people to be paying on there list! If you don’t pay our soldiers you think they r gunna wanna fight for free or reenlist if the country needs them congress make a damn decision and ensure our military gets paid so they can fight for you so you can keep doing your job and getting paid more then what you should.. How about you and the president who ever makes over 200,000 dollars a year in the government take a big ol pay cut or not get paid they can afford it military families can’t! Oh I swear what this country is coming to I’m just not really liking

    pay would be fine on august 1st right?? And i am pretty sure they won't let it lapse for 2 weeks so august 15th should be ok as well. I am not seeing the scary thing here? the odds of them still without a debt celing on the 15th are kind of slim..once the damage starts to happen they will want to fix it.
    I am more worried about those on social security whose checks normally go out on the 3rd.

      You must not be military. When you are military and in a military family and one of your loved ones is in Afghanistan or Iraq for a year or more at a time…they have their own everyday stresses to worry about and should not have to worry about their pay check not coming in on time or at all and what kind of effects it will have on their spouses and kids. Our men and women already are not getting the dwell time they deserve between deployments to readjust and prepare for the next one, they do not need any more stress because this leads to PTSD.

    • The problem is that Soldiers in harm's way will be worried about the potential impact on their families back home when they should be focused on the threat. It already happened when LESes were sent out showing a reduced paycheck pending before the narrowly averted govt shutdown. Do we really want to risk service people dying because this distracts them? We can take it off the table if we pass legislation prioritizing military pay.

      You must not realize how many military families live paycheck to paycheck. One missed check means no groceries, no gas, no rent, no bills paid. It's a big deal. Add to that the stress of deployment and it's a one-two punch.

      I am a Gulf war disable vet 100%, I have many health issues, went to court this feb and was awarded SS, I don't work because of my health issues, I live on my retirement, I did get medically discharge after 20yrs, my dissability , and SS so if these young tea party freshman don't signed the debt ceiling, I will be out because all my bills and my house mortage is paid by the government,. I just wish we had the draft again maybe some of these people would think twice before they just hold this country hostage because they don't want a tax increase on the top 1% or as the president said he will take a tax increase but the extreme right tea party don't want any tax increase, they thinks its okay to let this country default, this country also includes its citizen that fought for their freedom that does infuriate me because I was fighting war while they were in school.

      Paying Higher Taxes is not the issue – Paying higher taxes so that those incompentents in Washington can "waste and mis-use" them is the issue. Raising taxes is not the issue…repealing the Bush era tax cuts is what is on the table, and considering that our unemployment is higher than it was when the cuts were enacted, one would infer that such a strategy DID NOT CREATE NEW JOBS!! Yet the "wealthy elite" are still benefiting from them..Spending has increased because more Americans are hitting retirement age, we are fighting 2 wars, frivolous law suits continue to drive up medical costs, and we had to bail out the banks for doing shady business with OUR money!!!     If the ENTIRE government (even the federal janitors) took a 2-5% decrease in pay, I would (military) would have no problems with taking a pay cut either. More money is always a good thing, but having a country to fight for is more important.

    • We are doing our part already. Pending defense bills in both housing are upping our contributions to our health care (that was supposed to be free for life) and increasing it by CPI every year in the future.

    Higher taxes mean higher unemployment. When taxes are low and spending is low. All the White House and Congress has been doing is playing with people's live in order to stay in office, and keep knocking at our rights and liberties.

      • In both cases, the actual tax rate was much lower than it would be if the current tax rates expire because the top rate applied to a much smaller set of people who found all kinds of loopholes to reduce their effective tax rate (just like corporations do now), The current proposals are to raise marginal tax rates and eliminate those deductions/exemptions at the same time leading to a higher effective tax rate once state and local taxes (which were minimal in the 50s) mirror federal exemptions and deductions. Do all your homework not just a bare rate comparison.

The president kept the Bush tax cuts that has been in effect for 10 years so tell me where is the jobs, really these corporations pay less tax and take their profits and put it in an off shore account and still don't create jobs in America because its cheaper to pay less in other coutries citizens than to pay normal wages to Americans, give me a break with this excuse that we can't increse the tax rate or close loop holes because we won't get any jobs created, really so where are the jobs 10yrs of Bush tax break no jobs.     This is a fairly easy argument. A 2-5% pay cut for federal government is nothing. Those people make hundreds of thousands of dollars a year. I think they could handle more than that. But like someone already said, they need their vacations and golf trips etc etc. They need to have people who make $250K or more per year pay more in taxes. Having health care for everyone is a nice idea but that needs to be done away with. It costs way too much money. Welfare needs to be taken away from people who are just milking the system. I'm sorry but I don't feel like paying for someone else, who doesn't have anything physically or mentally wrong with them and can push a broom just fine, to sit at home. Lastly, and no one likes to talk about it b/c it's "bad"…just bite the bullet and legalize marijuana. Tax the hell out of it. If the government takes over the pot industry they could probably take that $14T of debt that we have down into the billions in about 5 years, which in turn, would save the military from not getting paid. My husband is in the military, and we always discuss how shitty this situation is. Well, there is your answer. It pisses me off to the highest mountain tops that they seem to always pick on the military first, or at least that's all it ever seems. Democrats will try to down-size the military…no matter how much they say they like the military. My husband says that Bush was the best thing that happened to the military…they had lots of benefits. But once Obama came into office, they started to take things away.

      • And alcohol clears the head and causes rational judgement. It's just not the "high factor" that everyone thinks it is. It can be grown w/little or no THC. So low, that you could smoke or ingest a truckload and not feel a thing. It has many valuable uses outside of medicine. 1 acre of hemp produces as much paper as 4 acres of trees. Next year, or 6months if grown indoors, you have another crop. How long does it take to grow trees? It can make plastics that are bio-degradable, rope and clothing material, oil etc.. It's not ALL ABOUT THE HIGH. It's about using something natural instead of something man made(poison)!

          Cutting the entire congressional salary budget saves a total of $95 million/year. Million, not billion.

By contrast, a middle manager in some industry sectors make at least that, with the best performers making several times that.           NO THEY DON'T. They are under FERS and FEHBP, same as our civil service brethren. They contribute to their retirement, they are vested after 5 years, but don't collect until:
          a) they are 62 if less than 20 years of work, or
          b) 55 if 20 or more years of employment by Feds, or
          c) any age if 30 or more years.

          And the base they receive is the same as law enforcement, 1.7% of base pay (average of 3 years) for each year worked. On this, I personally would like to see them receive the standard Federal Employee rate of 1% per year.

Aug.) and Disability Pay which is the 1st. of each month. Also, some people still receive checks, like Social Security, they are in the process of changing over to electronic deposits.         Almost correct–people that do not elect direct deposit will begin to get Visa style debit cards that the funds will be deposited to. And the government is spreading out the payment workload by beginning to spread SS payments out over the entire month. Mine is not a fixed date and is a fixed day…the second Wednesday of every month. It can be anywhere from the 8th to the 14th.
        And to others in this thread, stop the damn political partisonship, there is plenty of blame on both sides of the aisle and it is NOT the President's responsability. This problem belongs 100% to Congress, both Dems and Republicans-It is their constitutional duty. Everyone needs to give a little to reach a compromise. It is very hard for Republicans to compromise though when they have signed pledges not to compromise to Grover Norquist.

      Under the old social security payment social security went out on the 3rd of the month, About 10 years ago it changed to the 1,2,3,4 Wednesday of the month dependent upon your birthday. If the 1 and or second of the month falls on a weekend, retired military get their payments the Monday after, which could be the 3rd of the month.In August the 3rd falls on a Wednesday so there could be a lot of retirees without their payments, and yes some still get social security checks.

    Sad to say it but who is watching our backs ?

    We need to get our own affairs in order but I strongly believe in putting GOD first, then after Him anything or anyone else.

    Stay alert, and keep the faith. Here are some
    verses from the Bible that I want to share.

    Some of you might have heard some of what I will discuss
    before, for others it might be your first time. Please bear with
    me.

    For those of you who would rather listen to cusswords
    rather than words of encouragement please proceed
    with caution so that you won't be offended with
    what I am going to share.

    Pray also, here is something I found in the Bible
    where during Isaiah's time there was evil upon the
    land…" None calleth for justice, nor any pleadeth for truth: they trust in vanity, and speak lies; they conceive mischief, and bring forth iniquity." (Isaiah 59:4).

    Sound familiar ?

    The whole 59th Chapter of Isaiah is pretty interesting in how similar it sounds to what's going on currently.

    I like this verse found in Isaiah 59:19, "So shall they fear the name of the Lord from the west, and his glory from the rising of the sun. When the enemy shall come in like a flood, the Spirit of the Lord shall lift up a standard against him."

    Think praying is a joke ? What's the alternative ?

    "It is better to trust in the Lord than to put confidence in man.
    It is better to trust in the Lord than to put confidence in princes." (Psalm 118:8,9).

    You can see that in how far this nation has gotten from GOD and the outcome of their worldly solutions based on greed and ulterior motives. That's what happens when man trusts man, and forgets their Creator, things tend to have
    the same results.

    Though it may seem counterintuitive to do so in times of trouble that is when we should be grateful in the day the Lord has made. (Psalm 118:24)
    "This is the day which the Lord hath made; we will rejoice and be glad in it."

    Here is some encouragement from the Word.
    "5 Trust in the Lord with all thine heart; and lean not unto thine own understanding.
    6 In all thy ways acknowledge him, and he shall direct thy paths." (Proverbs 3:5,6).

    "7 The Lord is good, a strong hold in the day of trouble; and he knoweth them that trust in him." (Nahum 1:7).

    People I am sharing this because of what GOD has done in my own life

    It's amazing how He has shined his light into the darkest areas of my

    If you've tried everything else and it hasn't worked why don't you
    try Jesus ? You don't need to go through anyone else, you can pray
    directly to Jesus yourself and ask Him for your needs.

    Here is an example :

    1 I EXHORT therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men;
    2 For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty.
    3 For this is good and acceptable in the sight of God our Saviour;
    4 Who will have all men to be saved, and to come unto the knowledge of the truth.
    5 For there is one God, and one mediator between God and men, the man Christ Jesus;
    (1 Timothy 2:1-5)

    Notice in verse 5 that we have "one" mediator between God and men. That means that we can take our prayers to Him ourselves, right now if you are so inclined. You don't need to know how to pray. Just TALK. Talk to GOD through Jesus and say anything that is in your heart. Believe on Jesus Christ who died for our sins and rose after 3 days. Be sincere and have that personal relationship between Him. Like that between a Father and daughter or son.

    That's what it is about. Not just trusting in Him when it's all good, but in
    these times that we are going through especially. Others have gone through worse.

    Don't just blindly believe what any person says including myself, research, research,
    research.

    It goes without saying that everyone, from positions of influence to the most
    seemingly insignificant individual need to do our part and right this vessel.

    My prayers go out to all of you and to all of our
    countrymen and women both near and far. I pray that
    our nation's leaders make the right choices and
    not lean on their own understanding.

    And…

    Believe on the Lord Jesus Christ and thou shalt be saved… (Acts 16:31)

    The government's accusations that Social Security and Medicare payments will stop if the debt ceiling doesn't get raised is a bold faced lie. SS and MC can not be funded by borrowed money. By law they are funded directly from revenue, i.e. FICA taxes. It is nothing more than a scare tactic.

      By law those funds are commingled with all the rest. The SS fund is a bunch of IOUs. So if the Gov't runs out of money, and can only spend what actually comes in, they will have to prioritize. I would guess SS & Medicare will be up there, but since SS & Medicare no longer take in as much as they pay out, expect some cuts tehre.

My son is now serving in Afghanistan and was one soldier who was victimized by this do- nothing Congress the last time they decided to pull 2 weeks pay from our young fighting men and women. (They have not been re-embersed to this day!) If he asked me for advise on what to do today if stopped paying him. I would I would tell him to lay down his weapon and catch the next comercial jet home! I would send him the money he needs to get it done!

    The entire construct of a "debt limit" is flawed and may conflict with the 14th ammendment to the constitution in any case. The answer is to repeal the debt limit.
    By the way the Army has gone unpaid at least twice in the past. When the 44th Congress adjourned in March of 1877 it failed to pass the appropriation to pay the Army. So NPD 1 JUL 1877, this wasnt corrected until the appropriation was signed in Nov of 1877. The 45th Congress did the same thing when it adjourned on 3 March of 1879. At least they were a bit quicker in correcting the situation and passed the appropriation on 23 June 1879. You see the military wasnt always loved in this country, nor should it have been.
    Given the state of the budget and congress' desire to cut spending how is it that $17 billion was added to the defense budget by the House? WTF!

      never observed the MILITARY falling behind on their commitments and

      responsibilities, but the CIVILIAN world are not governed by these same

      sentiments. Had the DRAFT been in place, years ago, these same

      Congressmen whom had served in the military, would have

      maintained the same professionalism in civilian life as they were

      commanded to accomplish while serving. Therefore, I would prefer

      to view the DRAFT re-implemented so that every eligible male and

      female maintain a vested interest in the protection of our country.

      Personally, I have never preferred for civilians to be in charge of

      anything in the United States and would welcome a presidency and

      a Congress, maintained by the authority of our military because the

      You missed something Nickj – GWB increased military pay by over 5% (It was actually 5.2% if memory serves). That was the largest military pay increase in recent history. (It was the largest I remember receiving during my 24+ years of service in the United States Air Force.)

    I say we cut spending all around, a little bit everywhere. Everyone needs to suck it up and deal for a few years. I personally know how they overspend when it comes to the military. Yes, I am military, but do we really NEED 100% coverage for everything? As much as I appreciate it I would be personally willing to pay a co-pay for a Dr. visit and a co-pay for my meds. It sure would cut down on all the senseless little visits to the Dr that everyone makes…just cuz its free for them. I'd be willing to make sacrifices and if everyone does the same, we could help.
    As for bringing our military home and stop spending Billions on deployments and wars…that sounds great as well. BUT the problem is, there are no jobs back home for these people, so unemployment would sky rocket.
    There has got to be a solution where we can all pitch in. My question is why did we let our country get so in debt. Was it the fact that we are helping everyone around us while our own country falls to pieces?
    AT this rate, its only going to get worse, and I say we get some kind of budget and make cuts where necessary and just get this done. As painful as its going to be, sitting around talking about it is getting us no where (just like Obama said).

      The social security system has no money in the account. While it was originally set up to be separate from the general fund, a Democratic President, I believe Johnson, decided to divert that money to the general fund and issue IOU's. Every month, if there is a surplus taken in to the social security fund, that surplus is given into the general fund and more IOU's issued.

      Your stupid congressmen and senators caused this problem. Both parties contributed. Time to unelect these fools and send them home. Remember, they are your employees. FIRE THEM.

    I say we cut spending all around, a little bit everywhere. Everyone needs to suck it up and deal for a few years. I personally know how they overspend when it comes to the military. Yes, I am military, but do we really NEED 100% coverage for everything? As much as I appreciate it I would be personally willing to pay a co-pay for a Dr. visit and a co-pay for my meds. It sure would cut down on all the senseless little visits to the Dr that everyone makes…just cuz its free for them. I'd be willing to make sacrifices and if everyone does the same, we could help.

Obama has only recommended reducing the militay budget, not the pay. If the elephants in congress get their way it will be more than military pay that gets cut.

      Senator Dean Heller (R-NV) submitted a bill stating that if social security, vet disability and active duty military don't get paid, neither do our representatives. Senator Harry Reid (D-NV) refused to let it come up for a vote.

I will have to cancel my trip to see my grand kids, that I haven't seen in a year. But now we get to finger pointing. GW got elected, and had a balanced budget and a surplus from the Clinton administration. So, he gave every body in the country a 300 dollar bonus, and then started a war.       Super Doc, I'm in the same boat you are. My income is my social security and my VA disability.

      My plan is to tell my creditors that I am in negotiations to raise my debt ceiling and as soon as I have a break through in that I'll let them know if I can pay them or not.

      If any of my credit card companies raises my interest rate because I can't pay them, then I will never pay them again. Quite frankly, I don't have to buy anything on credit and if they sue me they can't collect because all of my money comes from the federal government.

      How's that hope and change working for you Super Doc.

    Seven Reasons Why August 2 Isn’t the End of the World

    Washington is currently borrowing about 43 cents out of every dollar it spends, and is close to maxing out its credit limit.
    Current law says Uncle Sam cannot borrow more than $14.3 trillion. A few months back, the Obama Administration demanded that Congress increase the national credit line by $2.5 trillion by May 16, or else, it warned, the United States would default on its debts, causing an “economic Armageddon.” ($2.5 trillion is just enough to aver the need for another debt hike until after the 2012 election.)
    When May 16 came and went, and nothing happened, the Obama team set a new “Armageddon” date: August 2.
    Unfortunately, a lot of folks in Washington and Wall Street – including some who should know better — seem to be taking this new deadline at face value. While it’s true that, at some point, the government will hit the ceiling and have to reduce spending by about 40 percent, exactly when that day will arrive, nobody knows for sure. And don’t believe anyone who tells you he does know. “No man knows the day or the hour.”
    Maxed Out Day could be August 2. It could be August 22. Or it could be in September. The exact date really depends on whether the President is willing to tap certain reserves available to him, or decides to force a political crisis.
    I cannot tell you when Maxed Out Day will be. But I can – and will — prove to you that August 2 doesn’t have to be it. Before I do so, here are three key numbers to remember:
    1) We are projected to take in between $170 billion and $200 billion in August, in revenues.
    2) We will likely spend about $300 billion in August.
    3) Therefore, we face a gap of somewhere between $100 billion and $130 billion.
    So what will happen, come the August 2 deadline?
    The U.S. will still be able to pay its creditors (i.e., it won’t default). There’s no reason why the government needs to stop paying its creditors. Ever. Debt service payments (interest on the national debt) will only cost $30 billion in August. As I’ve noted, we will take in $170-200 billion.
    Social Security checks will still go out. On July 12, President Obama suggested that, come August 2, he might not be able to send out the 50 million Social Security checks slated to go out in August. But since those checks only cost $50 billion, compared to $170-200 billion coming in, there will obviously be sufficient funds to mail them.
    Medicare and Medicaid payments will go out as usual. Experts predict we’ll owe about $50 billion to doctors and hospitals. Well, with $170-200 billion coming in, granny will get her health care, just like always.
    Veterans and active-duty military personnel will get paid. Paying our veterans will cost about $3 billion. Ditto our soldiers in uniform. That $6 billion is chump change by DC standards.
    So that’s a total bill of $136 billion, easily covered by the $170-200 billion we’ll take in. Of course, we won’t be able to afford everything the government currently spends on. The Departments of HUD, Transportation, Commerce, Energy, and Education, for example, may have to take a pause while Congress works out a deal with the President. But is that really “the end of the world”?
    Earlier, I mentioned the reserve funds the President can tap. As the Senate Finance Committee Republican staff helpfully point out:
    5. The Treasury Department has $5 billion sitting idle in an account at the Federal Reserve. It can tap this account any time.
    6. Treasury has close to $100 billion in mortgage-backed securities it can sell. It bought these securities during the financial crisis to bail out housing markets. Just last month, it sold $10.6 billion worth.
    Finally, there’s a seventh reason why August 2 needn’t be anything more than another pleasant summer day in America.
    7. Congress can pass the Cut Cap Balance Act (H.R.2560). This bill would give President Obama his $2.5 trillion debt increase — in exchange for three things: 1) $111 billion in cuts this coming year, 2) tight spending caps for the coming decade, and 3) congressional approval of a strong Balanced Budget Amendment to the Constitution. By strong, I mean one that makes it much harder for Congress to spend more than a fixed share of the economy, raise taxes, or add to the debt.
    The Cut Cap Balance Act – which the House is slated to vote on today — would make this the last debt ceiling hike, ever. Unfortunately, President Obama has threatened to veto it. If he does, whose fault will it be when Maxed Out Day really does arrive?

But, the democrats and the president don't want to give up those 'less important programs' because they make up the lion's share of the Democratic voting base. The president is just using this as a scare tactic to dupe the uninformed into pressuring congress to take the deal the dems put on the table and raise the debt ceiling, which will just put us right back in this same position again when they spend up to that limit. The republicans have put forth a proposal to really cut spending (as apposed to the measly 2 billion proposed by the president) which is exactly what we have to do when faced with a budget issue. As the House has proposed, we need cuts that show results in the year 2012, not 2040 when there won't be any country left. The democrats are trying to preserve their voting base (those on government handouts) and need the big money to support it. It's really as simple as that.

    For our elected officals to even bring up military retirement pay cuts, veteran pay cuts and social security pay cuts is totally a brech of contract by our government. I served over 30 years which the government promised to give me retirement, veterans disability if injured or wounded while serving and social security monetary deduction from my checks for a return if disabled while serving or at an age to recieve it. It is a disgrace to us citizens of the United States for their actions. They call themselves patriots but over 90% of them to inclued our president have never served nor have their children and they act like we owe them. Freedom freeloaders is all they are no better than Saddam or Kaddaffy. I am a patriot sworn to protect all enemies foreign and domestic seems the enemy is domestic.

      I spent 10 years on active duty during Viet-Nam. I have always felt that there was no statute of limitations on my oath to protect the constitution, but I am now having serious doubts about that oath.

      Our president and representatives also took and oath and now all they want to do is preserve the political parties rather than us, their employers.

      I believe a march on Washington may be necessary to keep these unruly employees in line.

If we can't pay our seniors, our disabled vets and our military, then he felt that those that caused the problem should not be paid either. They (read Harry Reid) refused to let it be brought up for a vote. Of course they'll be paid to continue to screw us. There is no sense of urgency as long as their direct deposit is made. Where is the money coming from for their wages?

While we're at it, how about decreasing their medical and retirement benefits.     Time for a TOTAL house cleaning folks!!! Impeach him, recall congress and the house and exile them and their families out of OUR country or on the high seas if another country won't take them.
    The calculation is simple: All of the present politicians in office should lose at least 90% of their constituency (voters)votes. None of them should be getting any votes from all the colors of skin who are (including their total families) dependent upon VA benefits, social security retirement/disability, active military servants and medicare dependents. Not to mention the farmers' loss of sales to the food industry, the food industry itself, all factory, production and sales industries hence heavy lay-offs with very short-term unemployment benefits if any. Then you have the banking and finance industries that will have to close due to "insufficient" deposit activity to keep the afloat (oops, more lay-offs here too). As well, the unions, oil and gas industries, auto makers, services industries will all be down to a few nuts and bolts to say the least.
    We all need desperately to wake up and smell the coffee. It's WAAAAAY past due to get a massive tea party revolt on it's way.
    These politicians are soooo close to performing (if not already performed) treason type acts. Here's a quiz question: What's worse? Treason or terrorism?
    WE NEED TO TAKE SOME TYPE OF FINAL CORRECTIVE ACTION FOLKS!!!!!!!
    Let's ALL get to the polls next election and totally clean house. Let's replace them with disabled veterans, retired and inactive military, factory workers, ordinary hard working neighbors etc. Then get and KEEP GOD in our country too.

    I'm a (service related) disabled Veteran and I draw Social Security. For the past two or three years I have been frozen. No increases. You will never hear me complain. In fact I would like to thank the great American Military and taxpayers for their help.
    Frozen income hurts but I understand. I'm a simple man. If the President and Congress take the lead (for a change). Go back to 2008 income and freeze income til further notice. This means each and every Government employee and any and all entitlement recieptant.. This could be done by Unions i.e. SEIU, Autoworkers, Teachers etc. The only people that should get increases in pay are the Combat Zone Military.     Here’s why: Social Security has a trust fund, and that trust fund is supposed to have $2.6 trillion in it, according to the Social Security trustees. If there are real assets in the trust fund, then Social Security can mail the checks, regardless of what Congress does about the debt limit.

    President Obama’s budget director, Jack Lew, explained all this last February in USA Today:

    “Social Security benefits are entirely self-financing. They are paid for with payroll taxes collected from workers and their employers throughout their careers. These taxes are placed in a trust fund dedicated to paying benefits owed to current and future beneficiaries. … Even though Social Security began collecting less in taxes than it paid in benefits in 2010, the trust fund will continue to accrue interest and grow until 2025, and will have adequate resources to pay full benefits for the next 26 years.”

    Notice that Lew said nothing about raising the debt ceiling, which was already looming, and it shouldn’t matter anyway because Social Security is “entirely self-financing” and off budget. What could be clearer?

    Unconvinced, syndicated columnist Charles Krauthammer wrote a subsequent column questioning Lew’s assertions. “This [Lew’s] claim is a breathtaking fraud. The pretense is that a flush trust fund will pay retirees for the next 26 years. Lovely, except for one thing: The Social Security trust fund is a fiction. … In other words, the Social Security trust fund contains—nothing.”

    Social Security status-quo defenders have assured us for the past 25 years that Social Security is fully funded—for the next 25 years, or 2036. So if there are real assets in the Social Security Trust Fund—$2.6 trillion allegedly—then how could failure to reach a debt-ceiling agreement possibly threaten seniors’ Social Security checks?

    The answer is that the federal government has borrowed all of that trust fund money and spent it, exactly as Krauthammer asserted. And the only way the trust fund can get some cash to pay Social Security benefits is if the federal government draws it from general revenues or borrows the money—which, of course, it can’t do because of the debt ceiling.

    Thus, the answer to my initial question is that the president is telling the truth now in the sense that he is conceding there’s no money in the trust fund to pay benefits; but he and other Social Security status-quo defenders have been deceiving the public for decades.

    And here’s the real irony: Anytime someone has proposed personal Social Security retirement accounts as a way to ensure that people have real assets in their own account without bankrupting the government or future generations, defenders of the status quo would pounce, calling such a reform, in Al Gore’s words, a “risky scheme.” They have vociferously claimed that those trust fund assets are real and that only by having the government manage and control the accounts would seniors be guaranteed to get their retirement checks.

    Well, we have the status quo and seniors may not get their checks. Had we shifted to a system of pre-funded, personal Social Security retirement accounts years ago, this wouldn’t even be an issue—because retirees would have their own money in their own accounts.

    Yes, the accounts likely would have declined when the stock market went down, though not if the reform were structured like three Texas counties did 30 years ago (see here). But in case you haven’t noticed, Social Security revenues also declined during the economic downturn—because fewer people were working—so that the government is paying out more in benefits than it is taking in, and hence needing additional federal revenues, a fact admitted by Lew.

    If the budget crisis has done nothing else, it has exposed the decades-long lie about the solvency of the Social Security trust fund. The trust fund may be backed by the “full faith and credit of the federal government,” as defenders constantly remind us, but if it had real assets the president wouldn’t be talking about seniors missing their checks.

    (Update: For a second opinion, on July 16 an editorial in the Wall Street Journal made the same argument as this piece, even to the similar title.)

    I am a 100% disabled US Army veteran, Vietnam ERA. I also receive Social Security disability as allowed by Federal Law. My wife is drawing her regular Social Security payments each month.
    So do I just tell all my creditors to stand in line while you all act like little children that do not have a parent to spank your Butts? We have already started to find the shelters and food banks. I cannot wait to have my hard earned credit rating of 850 drop like a rock after 61 years of keeping it high and so good my word is often taken as collateral. Good Lord, act your educated ages would you please?

So, if the soldier does not provide support for his dependants, does that mean he/she can be charged with non-support and lose his/her children and face criminal charges?? Does it mean that the soldier has an obligation to leave the war zone and come home to protect his/her dependants because his government has placed them in harms way and it is his/her duty to provide and protect his dependants??     You would think that there would be someone in the "DC area" that would have the sense and the balls to acknowledge that Social Security benefits shouldn't be on the table in the first place. If I remember correctly (and I do) Social Security is withheld out of every working persons pay each and every week. This withholding is supposed to go into a fund where it is drawn from for persons who qualify to receive these monies. The rest should remain in that fund for future use by Social Security (only). In the past there has been money 'borrowed' from this withholding fund and used for other things. Not only did most of this money not get replaced back into the fund, but there has not been any interest payed on the funds that were taken for other endeavors. If all the money (with interest) were to be repaid to the Social Security fund, it would probably show that Social Security would be 'in the green' again, and would be so for many years. It should not be involved in the current debate of who among our elderly and disabled gets screwed so that our congress and other big wigs can receive their large pay increases.

    I am not one to judge and I am not pointing a finger of blame…but OMG! If I had not chosen to go into the military, I would still have a PAYING job right now! The fact that I have sacrificed my future for this country and this their way of TAKING CARE OF ME??? Complete and utter BS…I am tired of sitting back wondering if I am going to be able to pay my freaking rent and feed my child! It is NOT my fault that I can't go out and get a job. It is through NO fault of my own that I have to depend on the disability program in which I PAID into in order to meet my daily needs. I did NOT asked to be disabled…it just happened to be a result of the job I CHOSE to take!

    I didn't sign my contract with a stipulation that if I would NO longer do my job of protecting my country if I wasn't going to get paid! I didn't think of pay when I raised my hand 5 different times as I re-enlisted to do my job!!! So what the heck is making it so dog gone hard for a bunch of people in Washington to think about and really understand what WE as soldiers, veterans, disabled individuals, and our senior citizens gave as part of our commitment to America and finalize a conclusion!

    We designate governmental assistance (including SSI, Food Stamps, SSDI, Assistance to Needy families and other free programs) to those who have not paid into the system, don't qualify otherwise for these programs, or aren't even attempting to get off of the programs, but give hell to those that do!

    I am so distraught with my government right now! How can pass legislation in order to SAVE your pay, but will not do the same for the ones who have made it safe for you and your families to continue to live the American Dream. Why don't you look at the situation, NOT from where you stand now, but from a person who lives this way and depend on you to do the right thing!!!

    What if you were a disable veteran, and your mom/dad were receiving SS….now, we are dealing with a debt crisis…your checks are NOT gonna come unless it's fixed! How do you survive? What would you suggest be done? You have NO money…no savings, no investments…you are broke…and living by your monthly checks….NOW WHAT DO YOU DECIDE IS NEEDED????

    I am in the same situation that numerous other citizens are in because I too draw VA Disability, Social Security and Medicare. I was hospitalized for nine months from wounds received during the conflict in Vietnam. Government payment is the only income my family and I receive to pay for food, shelter, insurance, hospital and medications. The amount of pay received barely pays enough to stay out of debt.
    Should we loose these monthly checks could very well be homeless, and at 69 years of age, chances of surviving would be nil. Stopping foreign aid to all the countries that is given should be given to Americans first. It certainly would help some of our own people.

Service members and their families are the front line defenders for this country. Politicians can threaten to not pay this or not pay that military or veteran benefit or salaries; but what would happen if our service men and women decided “no pay-no service”.     Why don't we give every person currently in financial trouble the ability to raise their debt limit. They could then go out an buy cars, homes, furniture and appliances.     I am a Vietnam veteran that is 100% service connected disabled. My wife receives less than $200 per month in Soc Sec benefits. With this we both pay our bills and keep them up to date. If our benefits are NOT paid, we have no fallback. It takes all that we make to keep everything paid. I have always been a democrat and voted accordingly. Now I plan to vote AGAINST anyone in office and will NOT vote for anyone associated with the tea party. They have shown that it's their way or nothing.

    The VA budget is funded through the end of the fiscal year. The monies are already in the VA's accounts. If payments are stopped, I'm guessing it will be due to an executive order. The VA is a separate budget from other programs.

      And folks aren't doing the math here…in a news report today it only cost "MILITARY SPENDING: Cutting off veterans or soldiers could be just as politically poisonous. However, those costs are relatively small: $2.9 billion each for Veterans Affairs programs and pay for active duty military members.

      To pay our vets and Military. We are the bottom of the barrel in actual cost to the government. So if they did not pay us, they still wouldn't save enough money to pay other bills.

      What we need is folks in Washington that lead by example…we've not seen that in YEARS.

    It is very simple. Section Seven of the U.S. Constitution gives the duty of crafting appropriation and taxation bills to the House of Representitaves. These bills must achieve a >50% vote in both the House and Senate and not be vetoed by the President or gain a 2/3rds majority in both houses. The 14th Amendment Section 4, states that this must occur before the debts and pensions ( vet benefits) of the federal government can even be questioned. S&P and Moodys have already done so, placeing the entire House of Representitives, especially those with majority power, in willful violation of the Constitution. Every member of the U.S. Military, past and present, has sworn to protect the Constitution from all enemies, foreign and domestic, and are given training on how to do so. Let's hope our active military and vets vote to remove those who have pledged to violate the Constitution by dereliction of duty, and not protect this sacred document with the training they have received. This "Rambo" arguement may be the only one the House GOP members can understand to create a passable bill that will stop thier manufactured crisis.

    It is true no one on our elected government is looking out for the average person, if your not rich you don't count. It is time that a serious third party was formed to push aside the conservatives and liberals, which really are not that much different.
    In fact it is time to have more direct democracy. Why not let the citizens have direct binding votes on major issues as some states do now. Maybe issues like military pay and other things would have been decided instead of leaving it up to a Congress and President that are controled by special interest groups.
